After causing quite the stir in NYC, topless pedestrian Moira Johnston is now becoming a phenomenon here in Philly. The 30-year-old Philadelphia native was causing whiplash yesterday in Rittenhouse Square, pasties her only coverage above the waist.

Social activism—not daddy issues—is Johnston's motivation. Last May, the bra-less wonder told our sister site in NYC that she bares her breasts "to raise awareness that's it's legal for woman to be topless anywhere a guy can be without a shirt since 1992 here in New York State."
